6.3.4 Identification of individual claim requests

One critical requirement for the issuer (known throughout this document as a licensee) of a sound recording that makes use of a musical work is to establish the various applicable right shares and their owners for each such musical work. For this, a licensee typically carries out some research in order to collate a list of potential rights holders of each right share in the musical work from whom a licence may be sought. The licensee would typically then contact all such rights holders (known as licensors throughout this document) to establish that the licensee is correct regarding the ownership of the various right shares before attempting to obtain licences for the use of the right shares in the musical work.

When seeking to obtain such right share data from a hub, it is essential that the licensee can link right share notifications it receives from licensors via the hub to the individual right share requests it previously made to the hub so that it can determine whether or not all of its requests have been replied to. To support this the MusicalWorkClaimRequestMessages and MusicalWorkClaimNotificationMessages carry identifiers at two levels that the licensee and the hub use to match each right share request with each right share notification:

  • Fields in the MusicalWorkClaimRequestMessage as provided by the licensee to the hub

    • The mandatory //Request/RequestId field is a proprietary ID assigned by the licensee for the share request.

    • The optional //Request/MusicalWorkShareRequest/RightsControllerRequestId field provides a mechanism to enable the communication of a proprietary ID assigned by the licensee in respect of each share request made to the licensor referenced in the adjacent //Request/MusicalWorkShareRequest/RequestRightsControlleReference field.

  • Fields in the MusicalWorkClaimNotificationMessage as provided by the hub to the licensee

    • The mandatory //RightsShareNotification/RequestId shall contain the proprietary ID assigned by the licensee as supplied in the //Request/RequestId field in the MusicalWorkClaimRequestMessage.

    • The optional //RightsShareNotification/RightShare/RightsControllerRequestId field shall contain the proprietary ID assigned by the licensee in the //Request/MusicalWorkShareRequest/RightsControllerRequestId field in the MusicalWorkClaimRequestMessage, and any right share data that is provided in response to the request assigned that proprietary RightsControllerRequestId shall be provided in the composite referenced in the adjacent //RightsShareNotification/RightShare/RequestRightShareReference field.

    • The RightsControllerRequestId field shall be omitted in all other cases.
